EPA seeks small-business input for Tier 4 emissions rulemaking
The U.S.
Environmental Protection Agency (EPA) wants to learn more about the concerns of small businesses (fewer than 750 employees), especially
regarding flexibility of compliance, as EPA prepares to initiate Tier 4 rulemaking covering compression ignition (typically diesel)
emissions.
Outreach Meetings Planned
EPA is required by law to solicit businesses’ comments during the rulemaking process. The agency plans to issue a proposed Tier 4
rule in 2003 and the final rule in 2004.
EPA plans a series of meetings with small businesses this year. Equipment manufacturers are strongly encouraged to participate and
inform EPA of their specific concerns regarding how future rulemaking might affect them, notes AEM's Darrin Drollinger.
AEM's Clean Air Task Force met with EPA officials a number of times and submitted comments on behalf of manufacturers regarding
previous Tier rulemaking, and will continue to provide input to EPA.
AEM is also establishing contact with the Office of Management and Budget (OMB) to voice concerns with any rulemaking that is poorly
thought out or based on bad science and the adverse economic impact this would have on the off-road industry.
