Public Policy Initiatives

2004 public policy priorities

Capitol BuildingFair market access to global business for U.S. manufacturers tops the list of AEM’s key international public policy initiatives for 2004. Adequate transportation funding, “death tax” repeal and affordable health care are among key federal legislative concerns, while harmonized ag equipment lighting/marking legislation is a priority at the state level.

Here’s a "snapshot" look at AEM’s public policy priorities:

Global Issues

International Market Access

AEM supports open and fair global trade practices.

  • Represent compliance issues with U.S.-China WTO Agreement (including the importation of used construction equipment) to U.S. and Chinese government officials.
  • Provide information and assistance to association members regarding unfair foreign competition.
  • Identify areas of mutual benefit and concern by promoting Free Trade Agreements with Central America and Australia.
  • Identify non-tariff trade barriers facing AEM members and promote an advocacy position with U.S. government officials.
  • Initiate dialog with U.S. governmental officials facilitating the visa process and inform association members of changing visa policies.

International Standards/Regulations

AEM will investigate and evaluate changing international standards and take action to ensure open and fair trade practices.

  • Investigate and evaluate changes in agricultural and construction equipment standards, including, but not limited to: Russia, China, Brazil and others to be identified.
  • Work with U.S. governmental officials and international bodies to assist AEM members in complying with the European Union Noise Standard.
  • Continue to provide resource materials in support of global harmonization of emission regulations for nonroad diesel engines.
  • Promote the global understanding, certification and implementation of common electronic communication and interchange.

Domestic Agenda

Federal Legislative Issues

  • Support six-year reauthorization of federal highway and transit programs.
  • Support product liability class action and asbestos litigation reform legislation.
  • Support legislation to repeal and replace FST/ETI (Foreign Sales Corporation/ Extraterritorial Income Exclusion) programs.
  • Oppose Internal Revenue Service changes to the mobile machinery tax exemption.
  • Support permanent repeal of the estate tax.
  • Support legislation to allow for association health care plans.
  • Raise the public’s awareness of the implication of steel shortages and price changes.

State Legislative Issues

  • Support lighting and marking vehicle legislation to improve interstate harmonization of regulations.
  • Inform manufacturers of potential dealer protection bills and coordinate legislative efforts to address them.
