AEM member views reflected in SBA report on emissions rules
AEM’s active involvement in the U.S. Small Business Administration’s (SBA) 2003 analysis of proposed emissions rulemaking has resulted in an SBA recommendation to limit the rule’s scope. AEM’s Small Entity Engine Emissions Task Force had relayed to SBA manufacturers’ concerns about the technological feasibility and cost-effectiveness of proposed Environmental Protection Agency (EPA) “Tier 4” diesel engine emission regulations.
(SBA and the AEM task force, led by Eric Ramsey (Sweepster LLC), had reviewed a pre-proposal draft of the EPA rule. )
Compliance Issues
The small-business agency recommended that the EPA rule exclude engines below 70 horsepower, saying EPA evidence did not show a significant environmental benefit for this engine class, especially given the prohibitive costs to manufacturers to comply.
The SBA report included an insightful quote from Ramsey on the negative effects of the rule from his company’s perspective.
