Manufacturers of Rough Terrain Forklifts Committee (MRTFC)

Overview 

The Manufacturers of Rough-Terrain Forklifts Committee (MRTFC) is a voluntary committee within the Construction Equipment Council (CEC) of the Safety & Product Leadership (S&PL) department of the Association of Equipment Manufacturers (AEM). The CTC’s activities shall be subject to the bylaws, regulations, and policies of AEM and the rules of order of S&PL.  

The Manufacturers of Rough-Terrain Forklifts Committee (MRTFC) addresses product safety and technical concerns. MRTF leads the promotion of worldwide harmonization in design standards, regulations and safety of rough-terrain forklifts. 

Mission  

The mission of the AEM Manufacturers of Rough-Terrain Forklifts Committee is: 

  • To identify, evaluate and prioritize newly emergent issues related to developing technical standards, regulations and other matters common to the crane industry which could potentially impact member companies, their products and their markets. 

  • To monitor the developments of global standards and regulations including SAE, OSHA, ISO through the ISO US TAG 

  • Develop and publish industry consensus standards for rough-terrain forklifts and auxiliary equipment. 

  • Promote the common business interests of MRTFC members and the industry as a whole. 

  • Pursue such other activities as may lead to better service to the customer, and increased knowledge in the design, manufacture, and application of safer and more efficient products. 

  • Influence, compile, disseminate, and promote knowledge and information regarding industry standards and international, national, state, & local governmental rules and regulations which may apply to the products and their use to encourage compliance 

The MRTF promotes matters of mutual interest to manufacturers of cranes, crane parts and components, dealers, OEMs, and users.  

Responsibilities 

The specific purposes of the MRTF are:  

  • To develop and publish industry best practices for rough-terrain forklifts and auxiliary equipment which embody principles of simplification of sizes, consistency in terminology, and standardization of performances, certain mechanical features, and other characteristics.  

  • To promote the common business interests of its members and of the industry as a whole.  

  • Pursuing such other activities may lead to better service to the customer, and increased knowledge in the design, manufacture, and application of safer and more efficient products.  

  • To influence, compile, disseminate, and promote knowledge and information regarding industry standards and international, national, state, & local governmental rules and regulations which may apply to the products and their use to encourage compliance.  

Membership 

Any member of AEM actively engaged in the design and manufacture of rough-terrain forklifts within the United States or Canada is eligible for participation in the MRTF.  

In addition, any member of AEM actively engaged in the following activities are also eligible:  

  • Supplying parts, components, or equipment for the types of cranes manufactured above. 

  • Supplying parts or equipment for systems utilizing such cranes. 

  • Supplying machinery, equipment or other products used to manufacture such cranes. 

Quorum 

A simple majority of member companies of the MRTF present at the meeting shall constitute a quorum for the conduct of business.  

Representatives  

Multiple persons may represent a member company on the MRTF. 

Voting 

Each member company possesses one vote, regardless of how many representatives from each company participate in the MRTF. Except as otherwise required by AEM Bylaws, any matter presented at a meeting for the vote of the members shall be determined in accordance with the majority vote of those present and voting, in person, or by proxy. In certain circumstances, closed ballot voting via email is allowed.  

Meetings 

An annual meeting of the MRTF shall be held at a time determined by AEM staff and the members of the MRTF. Notice that a meeting will be held stating the time, place, and topic(s) to be discussed, shall be sent to each member of the MRTF by AEM staff before the meeting is to be held. Additional meetings may be scheduled as necessary.  

Leadership 

  • The leadership of the MRTF shall consist of a Chair, a Vice Chair, and a 2nd Vice Chair, each elected by a majority vote of the MRTF to serve a two-year term.  

  • Upon completion of their term, the Chair is succeeded by the Vice Chair, the Vice Chair by the 2nd Vice Chair, and the 2nd Vice Chair by election of a majority vote of the MRTF.  

  • MRTF leadership shall meet with AEM staff to discuss the scheduling of meetings, develop meeting agendas, and bring forward any other issues to be discussed by the MRTF. 

  • The Chair shall preside over all meetings of the MRTF. In the absence of the Chair, the Vice Chair shall preside. In the absence of both the Chair and the Vice Chair, the 2nd Vice Chair shall preside.  

  • Any member of the MRTF shall have the right to nominate or serve in any leadership position.  

Amendments 

Roles & Responsibilities will be reviewed annually and may be amended or added to by a majority vote of the MRTF, provided the amendments do not conflict with the AEM bylaws or the rules of order of S&PL.
