Across the country, leading dairy-producing states are investing in farm modernization, processing capacity, and agricultural infrastructure to strengthen the industry and help producers prepare for future growth. These initiatives are creating new opportunities for dairy farmers to adopt more efficient technologies while driving demand for the modern equipment needed to improve productivity, expand capacity, and remain viable.
Connecticut Looks to Support On-Farm Upgrades
Connecticut lawmakers approved the creation of a Dairy Modernization Grant Program through Senate Bill 148. The program will help dairy producers invest in equipment, infrastructure and operational upgrades. Program parameters will be established by January 1, 2027, by their State Department of Agriculture.
The legislation also created a Dairy Farming Sustainability Working Group to examine longer-term policy options, including tax incentives, property-tax treatment, processing capacity, and additional funding mechanisms for the state's dairy sector. For equipment manufacturers, implementation of the modernization program will be worth watching as the state determines which types of machinery and technology qualify for assistance.
New York Continues Dairy Investment Efforts
New York has continued to make dairy modernization a significant agricultural investment. The NY Dairy Modernization Grant Program helps dairy farmers and cooperatives invest in equipment, expand milk storage capacity and improve milk cooling, and transfer systems.
The program’s first round awarded nearly $21.6 million to 103 farms. New York's 2026-2027 budget included an additional $10 million to support a second round of funding. For equipment manufacturers, the initiative provides a direct connection between state agricultural policy and producers' ability to invest in newer, more efficient technology.
Pennsylvania Focuses on Growth and Innovation
Pennsylvania is making $127 million in loans and grants available to eligible dairy farmers as the industry positions itself to meet rising demand. The state’s 2026-27 budget also maintains $10 million for Agricultural Innovation Grants and supports the Center for Dairy Excellence, which provides resources to help dairy operations expand and adapt to changing market conditions.
Together, these investments are intended to support farm growth while encouraging the adoption of innovative technologies and production practices.
Wisconsin Pursues Dairy Technology Investments
Wisconsin lawmakers approved $20 million dollars in the 2025-27 state budget for a proposed dairy cattle innovation program, which would allow small and medium dairy farmers to invest in new innovative technology and equipment.
While Senate Bill 323, which would have established the program’s operating framework, passed the Wisconsin Senate, it ultimately stalled in the Assembly. The Legislature could revisit the proposal during the 2027 session, potentially allowing the state to utilize the funding already set aside for dairy innovation initiatives.
If implemented, the program would provide another example of how states are exploring targeted investments to help dairy producers modernize operations and improve productivity through technology adoption.
