As Congress works toward reauthorizing federal surface transportation programs, equipment manufacturers have a significant stake in the outcome.
A long-term transportation bill provides certainty needed for states, contractors, and project owners to plan and deliver major infrastructure projects. That certainty supports equipment purchases, workforce investments, supply chain planning, and long-term business decisions across the construction industry. With current transportation programs set to expire on Sept. 30, lawmakers face a limited window to advance the next generation of federal transportation policy.
In May, the House Transportation and Infrastructure Committee approved the BUILD America 250 Act with broad bipartisan support. The legislation would reauthorize federal highway, transit, and surface transportation programs and represents an important milestone in the reauthorization process.
Recognizing the importance of timely reauthorization, AEM has been engaged at every stage of the BUILD America 250 Act's development. AEM submitted a letter of support following the bill's introduction, worked with House Transportation and Infrastructure Committee offices during markup to oppose harmful amendments, and issued a statement supporting the legislation following its bipartisan passage out of committee. AEM has also met with House Transportation and Infrastructure Committee staff and leadership, engaged with committee offices, and joined a coalition letter urging House leadership to bring the BUILD America 250 Act to the House floor.
AEM also launched its "Momentum to Move" campaign in partnership with the Washington Examiner to elevate the voices of transportation champions and build support for timely surface transportation reauthorization. Together, these efforts have underscored the importance of providing long-term certainty for infrastructure investment, project delivery, and equipment manufacturers across the country.
Despite strong bipartisan support for reauthorization, several major issues must still be resolved before Congress can complete a long-term transportation bill. Questions remain regarding the long-term solvency of the Highway Trust Fund and how future transportation investments will be financed.
Lawmakers are also debating a range of policy issues that could affect the bill's path forward, including freight transportation, railroad safety requirements, and other transportation-related priorities.
The Senate also remains in the early stages of developing its own legislation. While discussions are ongoing, Senate lawmakers have not yet released a reauthorization framework, leaving significant work ahead before the two chambers can reach a final agreement.
For equipment manufacturers, these debates matter because uncertainty can affect infrastructure planning and future project development. States, contractors, and project owners rely on predictable federal transportation funding when making long-term decisions about projects, equipment purchases, and workforce investments.
Beyond the policy challenges themselves, the congressional calendar presents an additional hurdle. With only a limited number of legislative weeks remaining before the Sept. 30 deadline, lawmakers must still navigate committee action, floor consideration, negotiations between the House and Senate, and final approval. While leaders in both parties continue to express support for completing a long-term reauthorization, the timeline is becoming increasingly compressed. Congress took a similar approach during the last reauthorization cycle before ultimately enacting the Infrastructure Investment and Jobs Act (IIJA) in 2021.
While a short-term extension would prevent disruptions to federal transportation programs, it would also delay the long-term certainty that infrastructure stakeholders need to plan for future investments.
As negotiations continue, AEM will remain actively engaged with lawmakers and stakeholders to advance policies that support infrastructure investment, efficient project delivery, and long-term economic growth. AEM is particularly grateful for the leadership of House Transportation and Infrastructure Committee Chairman Sam Graves (R-Mo.) and Ranking Member Rick Larsen (D-Wash.), who have worked in a bipartisan manner to advance the House reauthorization process. Both leaders have attended CONEXPO-CON/AGG, where they have seen firsthand the innovative equipment, technologies, and workforce that build America's infrastructure.
